SALALAH - INDEPENDENT WATER & POWER PROJECT (IWPP)
Background
Oman Power and Water Procurement Company (“OPWP”) has identified a
need for a new Electricity Generation and Water Desalination
capacities within Dhofar Region, to be operational in the summer of
2011. The proposed project consists of power and water desalination
plant having electricity generation and water desalination
capacities of 445 MW and 15 MIGD respectively, and will be
implemented as a privately financed Independent Water and Power
Project (‘’IWPP’’).
Location
The project is located at Wilayat Mirbat in the Governorate of
Dhofar.

Competition Process
OPWP has received three bids for the Salalah IWPP from consortia
representing International and Local companies. The following table
provides an overview of the bidders and the members of the

Current StatusOPWP has
completed the evaluation of the received bids and has appointed a
consortium comprising SembCorp Utilities Pte Ltd and Oman Investment
Corporation SAOC as the Preferred Bidder “the Preferred Bidder” for
the Salalah IWPP.
Following the Negotiation started in June 2009, the Government
thereafter announced the award of the project to the Preferred
Bidder on October 2009 and the Project Agreements were signed on
November 2009.
